It looks like a form of stretching/compression effect on grain.

If this is the camera JPEG, check what happens if Lens Optimization is off vs on. It could cause some resizing. Another recently posted images showed similar but wavy patterns which to me suggests distortion correction after noise addition. Also check which JPEG quality is selected.
