HKMA alerts public to another phishing email…

This time, masquerading as Standard Chartered Bank..

Fraudulent email purporting to be related to Standard Chartered Bank (Hong Kong) Limited

The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to an e-mail purporting to be sent from Standard Chartered Bank (Hong Kong) Limited (SCBHK). The e-mail requests customers to use an embedded hyperlink to connect to a fraudulent website (for example, “http://www.driving-fear.com/a176/visa.htm?HK/online/personale/7b8b137-8480-11d6-ac6e-009027fd3897&GUID=&SMAUTHREASON=0&METHOD=GET&SMAGENTNAME=-SM-YBZV3%2bJ1OhwOaFZrfwEkwjPQiDMm9hPDGC0bBz3UIns6wXpOiSuxqhPWqNebwkn0&TARGET=-SM-%2fBPOL%2fbancoposta%2f6a895a28bd6d86dce5274ddab3021fab6a895a28bd6d86dce5274ddab3021fab”) and provide their personal information such as date of birth and credit card information. SCBHK has clarified that it has not sent these e-mails to its customers and has no connection with the fraudulent website.

Anyone who has provided his or her personal information to the website, or has conducted any financial transactions through the website should contact SCBHK at 2886 8868 and any local police station or the Commercial Crime Bureau of the Hong Kong Police Force at 2860 5012.

“Members of the public are reminded not to access their Internet banking accounts through hyperlinks embedded in e-mails, Internet search engines or suspicious pop-up windows. Instead, they should access their Internet banking accounts by typing the website addresses at the address bar of the browser, or by bookmarking the genuine website and using that for access. In addition, banks are not expected to send e-mails asking their customers to provide their account information (e.g. Internet banking logon passwords) or verify their account information online. If in doubt, they should contact their banks,” said an HKMA spokesperson.

July 30, 2014: UN, OSFI add 1 North Korean entity

Yesterday, Canadian regulators added the following entity to its Consolidated List, after its designation by the United Nations:

OCEAN MARITIME MANAGEMENT COMPANY, LIMITED (OMM)


· Description: Ocean Maritime Management Company, Limited is the operator/manager of the vessel Chong Chon Gang. It played a key role in arranging the shipment of concealed cargo of arms and related materiel from Cuba to the DPRK in July 2013. As such, Ocean Maritime Management Company, Limited contributed to activities prohibited by the resolutions, namely the arms embargo imposed by resolution 1718 (2006), as modified by resolution 1874 (2009), and contributed to the evasion of the measures imposed by these resolutions.

US see, EU do… Russian/Ukraine sanctions

The European Union just copied the recent US restrictions on Russia based on its continuing interference in Ukrainian affairs:

  • A ban on involvement in new issues of debt or equity with a maturity date longer than 90 days
  • An export/import ban on arms, and an export ban on dual-use goods
  • A ban on exports for exploration and production of deepwater oil, arctic oil and shale oil

That last one really hits home, as it impact the large Exxon/Rosneft projects.

July 29, 2014: BIS Expands Export Restrictions on Russia

Tuesday, the US Bureau of Industry and Security (BIS), announced it would ban export/reexport of goods that are used for deepwater, arctic or shale oil exploration projects. In addition the press release says it will also specifically ban unlicensed dealings with OJSC United Shipbuilding Corporation “based on a determination it is involved, or poses a significant risk of becoming involved, in activities contrary to the national security and foreign policy interests of the United States. Designation on the Entity List imposes a license requirement for the export, reexport or foreign transfer of items subject to the Export Administration Regulations to the designated entities, with a presumption of denial.”
