DURING THE LAST two decades, the celebration of Juneteenth - the anniversary of the proclamation ending slavery in Texas - has become widespread. Juneteenth observances are now the only conspicuous acknowledgment of slavery in the civic calendar of the United States. It may be tempting to conclude that the absence of a national holiday devoted to emancipation is simply the consequence of the grand bargain struck between northern and southern whites in the late nineteenth century: White northerners would accept local white control in the South in return for southern white acquiescence to northern economic and political domination. …
