Development Idea of Taoyuan Free Trade Zone top

I. Origin of Plan

(1) Origin

In order to cooperate with the government to promote the Project for Developing Taiwan as an Asia-Pacific Regional Operations Center and Global Logistics Center, the Civil Aeronautics Administration of Ministry of Transportation and Communications selected 450, 200 m² of land in the Specific District Plan for Taoyuan Cargo Park and Passenger Transit Park (Dayuan and Nankang area) to promote the construction and development of an aviation city through the Overall Plan and Phase I Development Plan for the Taiwan Taoyuan International Airport .
According to the Global Logistics Development Project approved by the Executive Yuan in the 2701st conference on October 4, 2000, it was decided to adopt the private participation format to introduce the relevant logistics industries into this park. So, in this case, the government will invest to build the basic public facilities, and invite private organizations to invest operation warehouse and value-added logistics facilities, etc., in order to attract international enterprises to set up an operation base in Taiwan, promote international competitiveness, and strive for international business opportunities. Far Glory Free Trade Zone Co., Ltd. began constructing this air cargo park aggressively after obtaining the specific 50-year construction and operation right.

In order to respond to the market trends of international industrial work sharing and to cooperate with the implementation of the Global Logistics Development Project, the Civil Aeronautics Administration agreed to set up the logistics, simple value-added and in-depth operation in this zone, to introduce the relevant hi-tech industries, integrate the functions of processing operations and air cargo operations, and increase cargo transportation and customs clearance efficiency. The goals were also to attract international enterprises to establish a logistics base and raise the international competitiveness of Taiwan Taoyuan International Airport. In order to cooperate with the Executive Yuan to promote the Project of the Free Trade Zone, our company will develop this air cargo park into a multi-functional park in order to combine transshipment, value-added export, freight transportation, and logistics, etc., through the planning and establishment of Free Trade Zones, so that the goods can be stored, transited, and value-added in this zone under a highly-developed self-management system. Our company strives to include this park in the scope of a Free Trade Zone in accordance with relevant regulations of Free Trade Zones promulgated by the government, in order to develop it as the global logistics center of air cargo.

(2) Execution Basis

The base of this project accords with the regulation of Article 2 in the Free Trade Port Establishment and Management Statute, which lies outside the control area of international airports, and connects to an exclusive road within one kilometer in length, and the exclusive road does not have any other out linking exit. The land of the port area is designated as the special-purpose district in accordance with the Act for the Promotion of Private Participation in Infrastructure Projects, and Far Glory Free Trade Zone Co., Ltd. is the user of land. So, it is the applicant of this project in accordance with Article 7 and Article 8 in the Free Trade Port Establishment and Management Statute. It has to propose the feasible planning report and operation propose, and submit them to the management authority of international airport - the Civil Aeronautics Administration for initial review. The central competent authority - the Ministry of Transportation and Communications has to ask the opinion of local government and the Ministry of Finance. After the Free Trade Zone is approved tentatively and after the management authority is selected, the management proposal is to be submitted to the Executive Yuan for approval.

II. Development Idea and Disposition of Free Trade Zone

(1) Scope of Base

This Free Trade Zone lies in Dayuan Township of Taoyuan County. The eastern edge is the border of the administrative district of Dayuan Township. The southern edge is the Mass Rapid Transit from Taipei to Taiwan Taoyuan International Airport. The western edge is the east bank of the Nankang River. The northern edge is about 50m away from the prohibited building area near the north runway of Taiwan Taoyuan International Airport. The planned area is 45.02 hectares. It is 34.79 hectares after deducting the land of ring road, dyke, flood prevention road, and substation. It is the applied scope of this Free Trade Zone.

This zone can connect the parking area of the air cargo aircraft in Taiwan Taoyuan International Airport through an exclusive linking road, which is regarded as the airside of the airport. It can offer the traffic line of power machines of ground service, and become the control area of the airport operation range. So, it could contribute to simplifying the operation procedure for the processing of freight transportation.

(2) Development Idea

The basic idea of the Asia-Pacific Regional Operations Center, Logistics Center, and Free Trade Zone is to develop a highly liberalized and internationalized economic environment in Taiwan, so that the goods, business, personnel, capital and information can be accessed quickly and conveniently, in order to attract international and local enterprises to regard Taiwan as the base of the international market. So, in order to implement the setup idea of the Free Trade Zone, the Taiwan Taoyuan International Airport is regarded as the core to establish a fast transport network among the major cities in Taiwan, Eastern Asia and other countries worldwide.

The zone utilizes the area of excellent condition adjacent to the Taiwan Taoyuan International Airport, and its development idea is described as follows:

1. Connect to the world market
Shorten the operation time for the import and export and transshipment of goods through the international express logistics company, in order to send goods to other international cities quickly.

2. Create top Free Trade Zone
Besides enabling a fast circulation of goods and offering the largest receiving amount of warehouse, the zone can utilize the value-added Park to import and export the products and semi-products. The international business activities such as the supply, ordering, transshipment and sales can be completed quickly and conveniently in this Park. It can enable the enterprises to reduce the transportation cost, raise the competitiveness of the Park, and become the base of the international market.

3. Create the greatest economic efficiency with the limited land resource
The land used in this Park needs to be obtained through city plan or change, the source is very difficult and limited. So, as for the development of land, except for the restriction of area control and land utilization item, it is hoped the economic efficiency of the land could be raised through other high value-added businesses or service facilities, in order to drive the development of the airport industry.

4. Offer an integrated and complete living environment and perfect services to enterprises
As for the planning of the park, provisions for the finances or business services of enterprises has also been incorporated in the planning and design. This has been done not only to ensure that the general service facilities more than just satisfy but to raise the competitive business abilities of the firms in the park.


(3) Disposition of Zone

There are four units in the zone, including the Air Cargo Terminal, International Logistics Center, Value-added Park, and Business (Operations) Center, and five major functions of freight transportation services are on offer. The scope of the zone is disposed as follows: 

1. Air Cargo Terminal
The Air Cargo Terminal includes the Air Cargo Warehouse and Forwarders Building. The area is 155,340.26 m², which accounts for 44.66% of area in the Park. It is the main operation area of goods in the Park.
(i) Air Cargo Warehouse
The area is 45,743.63 m² for the Phase I of the Air Cargo Warehouse (16,771.38 m² for the Phase II). Its business includes import and export processing of air cargo. Since it has an exclusive road linked to the control area of the airport, the processing efficiency of goods can be increased. This Air Cargo Warehouse will be used as the airport warehouse for general import and export.
(ii) Forwarders Building
The area of the Forwarders Building is 7,408.20 m². It is a Forwarders Building with three stories above ground and three stories under. It offers the office and goods processing space for the airlines, brokers, and customs declaration firms. The Forwarders Building offers the exclusive office and goods processing space for the brokers, and lets the brokers process the goods in advance nearby. It is close to the warehouse, and the goods can be processed in the warehouse very conveniently and transferred to the aircraft parking area immediately through the customs declaration firm.

2. International Logistics Center
The area of the Logistics Center is 37,017.02 m², which accounts for 10.64% of the area in the park. Its disposition includes the express warehouse, delivering warehouse and logistics center. It is used as the delivery and supply of goods and the logistics center of materials. So, besides the value-added logistics service, it can manage the business of a logistics center and delivering center, etc. It is the only logistics center in the range of the international airport domestically, which can support the logistics services in the northern area of Hsinchu, including the Science Park, Linko Industrial District, and hi-tech industrial groups nearby metropolitan Taipei. 

3. Value-added Park
The area of the Value-added Park is 138,580.55 m². Construction is divided into 3 phases. Phase I includes two factory buildings with 10 stories above ground and three stories under, which would be the factory and office building in the territory and outside the customs. It can be engaged in simple and value-added processing, such as production, manufacturing, assembling, maintenance, packaging, and the testing of parts and components. The value-added operation for the product in the Value-added park is the processing operation of later production processes, mainly those which can be divided into industrial in-depth processing and logistics simple processing. As for the value-added materials and goods required in the park, if they are imported by air freight, they would be sent to the warehouse for unpacking and checking in advance. Then they would be transferred to this Value-added Park for the execution of relevant processing operations. In the meantime, (considering that some of the raw materials and semi-manufactured goods are provided domestically), after the goods are cleared at the customs through the warehouse, they are directly transported to this Value-added Park for processing. After all the goods of the Value-added Park are processed in the warehouse, they are transported to a third place or the original import area. 

4. Business (Operations) Center
The Business (Operations) Center is a building with 11 stories above ground and three stories under. The total floor area is 48,887.19 m². It is the entry of the Park and will be the front face of engaged enterprises in the future, as well. Various kinds of facilities have been planned to support business activities, such as a business center, bank, exhibition center, conference center, business hotel, health-leisure center and office space. Enterprises can set up operations headquarters or international procurement offices (IPOs) in this area in order to receive foreign customers, hold international meetings, conduct investment negotiations, and exhibit goods. Overseas enterprises can set up offices at this area to engage in operations such as liaison and ordering, sampling and supervising deliveries with respect to the industrial firms near the Free Trade Zone.

III. Brief Summary

Under a global investment strategy without national boundaries, the development of this Park will cooperate with international trends and assess the possibility for the settlement of new international industries and logistics companies in order to become Taiwan's gateway of foreign traffic. This plan will also generate airfreight strategies through foresight and vision to prepare for the flexible adjustment of space for future developments in the Park's scale and schedule.
