When investigating COI editing, the [[WP:HARASS|policy against harassment]] takes precedence. It requires that Wikipedians [[WP:OUTING|not reveal the identity of editors]] against their wishes. Instead, examine editors' behavior and refer if necessary to [[Wikipedia:CheckUser|CheckUser]]. Do not ask a user if they ''are'' somebody; instead one can ask if they have an undisclosed connection to that person.
