The Committee on Budgets met remotely with the Rada's Budget committee, to discuss issues of joint interest and to take cooperation between the two committees a step forward. It was a follow-up to the BUDG hearing from April, in which the Chair of the Rada's Budget committee, Ms Roksolana Pidlasa, had participated.

The Commission proposed on 20 June 2023 a targeted revision of the multiannual financial framework (MFF) 2021-2027. The MFF co-rapporteurs, Jan Olbrycht (EPP) and Margarida Marques (S&D;), welcome the Commission’s proposal as a first step in the right direction.

The co-rapporteurs, Michael Gahler (AFET, EPP) and Eider Gardiazábal Rubial (BUDG, S&D;), presented their draft report during a meeting of the Committees on Foreign Affairs (AFET) and on Budgets (BUDG). The Ukraine Facility is part of a package also containing the targeted revision of the EU's long term budget (multiannual financial framework - MFF) and the Strategic Technologies for Europe Platform (STEP).

Council's reading on the 2024 EU budget has been adopted by COREPER on 12 July 2023 and will be submitted to the Council for approval. Compared to the Commission's Draft Budget 2023, the Council cuts EUR 771.9 million in commitments and EUR 516.4 million in payments for the MFF Headings.

The Committee on Budgets traveled to Mozambique from 24 to 27 July 2023. The main objective of the mission was to assess Mozambique's most pressing needs in terms of EU financial support. Members met Mozambican authorities, the Assembly of the Republic, implementing partners of the EU (Member States and UN agencies and World Bank). Finally, the programme foresees gatherings with civil society, NGOs, including women organisations and LGBTIQ+ organisations, as well as trade unions.
