Consultative Forum

Created in 2012, the Consultative Forum brings together key European institutions, international and civil society organisations to advise the European Border and Coast Guard Agency in Fundamental rights matters.

The European Border and Coast Guard Regulation, under which the Consultative Forum operates, provides that the Agency and its Management Board should consult the Forum on the fundamental rights strategy, the functioning of the complaints mechanism, the codes of conduct, the common training curricula and any other fundamental rights matters.

The Agency shall also provide the forum with timely and effective access to information concerning the respect for fundamental rights, including by facilitating on the spot visits to its operations, as well as of the follow up to the recommendations made by the Forum.

From January 2023, the Forum is composed of the following twelve organizations:

  • European Union Agency for Asylum (EUAA)
  • European Union Agency for Fundamental Rights (FRA)
  • United Nations High Commissioner for Refugees (UNHCR)
  • The Council of Europe (CoE),
  • International Organization for Migration (IOM)
  • Organization for Security and Co-operation in Europe - Office for Democratic Institutions and Human Rights (OSCE ODIHR)
  • Office for the High Commissioner for Human Rights (UN Human Rights)
  • Churches' Commission for Migrants in Europe (CCME)
  • Jesuit Refugee Service Europe (JRS)
  • Red Cross EU Office (RCEU)
  • Save the Children (SC)
  • Council of Bars and Law Societies of Europe (CCBE)

The Forum is led by two chairs elected by its members for a two-year term and works in a spirit of transparency, mutual respect, informed participation and collegiality. More details on how it functions can be found in its working methods.

Its activities are planned in an annual Program of Work and it publishes an Annual Report, which covers the main activities undertaken during the year and includes observations and recommendations made to Frontex and its Management Board.
