Developing World Access

Researchers, educators, policymakers, and medical practitioners in developing country institutions have historically suffered from a lack of access to advanced and up-to-date peer-reviewed scholarly literature. Access to this information is an essential element in strengthening local teaching and research, improving local medical and agricultural practices, and empowering local experts to find solutions to local health, environmental, social, economic, and food issues.

Wiley plays an active role in several important initiatives which help to close this information divide. This includes participating in programs that provide free or low-cost online access to research in developing countries, providing support for information literacy and research skills training, and helping to strengthen local publishing and authorship in developing countries.

Together the three United Nations-sponsored programs—HINARI, AGORA, and OARE—form Research4Life which provides developing countries with access to and training for academic and professional peer-reviewed content online. The Research4Life programs constitute a public-private partnership between WHO, FAO, UNEP, Cornell, and Yale Universities, more than 130 science publishers led by the International Association of STM Publishers, and technology partner Microsoft. The partnership's goal is to contribute to the attainment of six of the UN's eight Millennium Development Goals, by reducing the gap in scientific knowledge between industrialized countries and the developing world.

Wiley joined the initiatives as a founding member and contributes journals and databases across a full range of subject areas for free or affordable access by researchers in developing countries. Wiley also contributes management and marketing resources to the initiatives.

I am a young research scientist working towards alleviating poverty in the most deprived area in my country. I just came across your AGORA free journals initiative and now I can access this valuable source of knowledge for the benefit of my people and the scientific community at large.

At Kamuzu College, the nursing faculty of the University of Malawi, 'Information Isolation' is a thing of the past! The last three months have brought great changes to the College with the combined opportunity of HINARI access, and the other vital ingredient, fast (broadband) internet through VSAT. The two are revolutionizing access to information.

HINARI

The HINARI Access to Research Initiative is managed by the World Health Organization (WHO) in partnership with Yale University Library. 3300 public institutions in 108 eligible countries have already registered for access to over 5500 peer-reviewed journals covering medicine, nursing and related health and social sciences. It also includes many databases, indexes and reference books, as well as journals in several languages. The journals can be searched through a special version of PubMed (Medline).

Further information is available at www.who.int/hinari

AGORA

The Access to Global Online Research in Agriculture is managed by the Food and Agriculture Organization (FAO) in partnership with Cornell University. Over 1600 institutions have registered for access to over 1200 high-quality international journals covering agriculture, fisheries, food, nutrition, veterinary science and related biological, environmental and social sciences. It also includes several important databases and indexes. The journal can be searched using a special subset of CAB Abstracts.

(International Network for the Availability of Scientific Publications) runs a Programme for the Enhancement of Research Information (PERI - www.inasp.info/peri) that delivers access to all our online journals at a reduced price to countries in the developing world. This includes journals in science, medicine, social science, and the humanities.
PERI supports capacity building in the research sector in developing and transitional countries by strengthening the production, access, and dissemination of information and knowledge.

PERI has transformed our research sector ... ensuring the building of indigenous research capacity.

- Higher Education Commission, Pakistan

Through collaboration with PERI, online journals from Wiley across all subject areas are available at a reduced rate to academic institutions in select developing countries. Wiley also provides the chairmanship of INASP and is a close partner with the organization.
