Why am I going to have to wait longer for my F2A immigrant visa?

The number of visas available every year in some categories, such as F2As, is established by U.S. law, and we cannot issue more visas than are available.  Because the current demand for F2A visas worldwide exceeds the availability of visas in this category, the Department of State will not be able to issue as many F2A visas as soon as we had expected.  Specifically, from April 1 until further notice, we will not be able to issue applicants whose priority date is on or after September 20, 2020.  This slowdown in visa ability, or retrogression, which happens sometimes, means that your case will be delayed.
