Global rollback for GeneralNotability

Hi folks, I'm GeneralNotability, an enwiki sysop. I'm here with a fairly specific request - I'd like to be given the GR rights for a limited term, I think one month will suffice. I know I'm not very active cross-wiki, but I am currently involved in tracking down a very large and sophisticated cross-wiki spam group (see User:GeneralNotability/Paper sockfarm AAR for my work-in-progress writeup) and I would like GR because it grants editsemiprotected, autoconfirmed, and autopatrol. I don't actually need to use rollback, since most of the spam has been there a long time, but this is the least-privileged group which will grant me these rights. As I am going through and removing the spam (which consists of citing papers by a particular author), I'm running into semi-protected pages and tripping abuse filters (mostly "removing section" and "removing references," which sometimes will disallow my edit), and this right would bypass both of those issues. This would also reduce the load on patrollers for those wikis which patrol all edits. The spam in question follows a very predictable format, so I am able to identify and remove it with just the help of Google Translate. I only intend to use these permissions for the specific task and will yield them when finished. If the community doesn't see this as an appropriate use case for GR, I understand completely, but I figured that it can't hurt to ask. GeneralNotability (talk) 19:46, 13 August 2020 (UTC)[reply]
  • Support Support This is a well-justified application and even GeneralNotability is not the typical GR candidate, he can be trusted to not abuse the right, and he has an use case. What else should we require? --Martin Urbanec (talk) 19:58, 13 August 2020 (UTC)[reply]

  • GA candidate.svg Weak support It has cross-wiki activity in about 35 wikis. This number is a little low for me. But its contributions to fighting spam and vandalism in its main wikis is also noticeable. Its cross-wiki activities and many of contributions in main wikis over time show that it is a trusted user. The reason for nomination is also reasonable. Therefore although I can't give full support, a support is from me. Good luck. --Uncitoyentalk 09:32, 14 August 2020 (UTC)[reply]
  • Support Support. Reasonable nomination. I saw GeneralNotability removing what cross-wiki spammers added in Turkish Wikipedia, and then I was fully satisfied with his work on spammers and sockpuppets. I also probably wouldn't object the nomination if he asked for an indefinite permission, but as he asks for this permisson for a limited time period, I am completely comfortable that he'll use his rights with good responsibility and for good use. Hello, there. I use a VPN to increase my online privacy, but, as it is a free VPN, it has been blocked as an open proxy. After thousands of WP, WT, Commons and Wikidata contributions, I would like to not have to decrease my anonymity in order of being able to contribute. I will no more abuse Wikimedia wikis with this exemption than I did before. Thanks in advance. --Moinats (talk) 13:09, 29 July 2020 (UTC)[reply]

Global IP block exempt for CyclingInitBot

Hello, I have a bit special case, so let me take the time to explain it. I created a bot, User:CyclingInitBot (Wikidata) in 2017 to initialize items on wikidata in the field of cycling. The code is open-source, but most of wikipedia contributors in cycling are not skilly enough in computer science to make it run with Python. So, I am basically the only one presently who can use this very powerful tool. To remedy this point, I had the idea to create a web site, where wikipedia contributers could make requests to the bot to initialize items. Here it is : http://www.cycling-init-bot .site/ it is in the end phase of the development.

Of course, it presents some risks. To mitigate that, I am presently the only one that can start a request. The other users can only ask. In addition, there are some @ratelimit in the code, to avoid massive sending of requests to the server.

Now, the web site is deployed on Heroku and the underlying worker is obviously running on AWS, which has a ban on its IP (point I discovered Today). I therefore kindly ask, if it is possible to place the web site on a white list, or if there is a work around, to the issue. It must not be global, wikidata is sufficient. Thank you in advance. --Psemdel (talk) 19:36, 27 August 2020 (UTC)[reply]

@Psemdel: could you please ask an administrator in Wikidata to grant your bot local IPBE? If the web client uses your bot's account to create items, and not logged in users' accounts, granting IPBE to your bot account should be enough. Or you might also consider running your web tool in Wikimedia Toolforge instead of Heroku or AWS, so you won't need to pay for the server fees as it's free, and won't need to get IPBE since Foundation's servers' IP addresses are not blocked in any wiki. Thanks.--evrifaessa ❯❯❯ talk 14:37, 28 August 2020 (UTC)[reply]

I am an active administrator on the Malayalam wiki and an active editor on English Wikipedia. According to mlwiki Username policy, usernames that are misleading, promotional, and disruptive or offensive will be blocked unless their usernames are changed. However, there are no active users who have global rename flags on mlwiki. Also, some new users don’t know how to come here to request a username change and subsequently, they abandon their accounts. The sock-puppetry violation was three year ago. I was blocked because I shared my wifi network with one of my friend (to vote keep) when the page that I authored was nominated for deletion. To be honest, I wasn't aware this was not allowed untill a SPI investigation was initiated against me. I learned the rules during that investigation. I gave my reason and promised them that there won't be such action from my side. They understood my reasoning and accepted my promise so they unblocked me. As far as experience in renaming related area is concerned, even if I didnt partcipated in any such discussion, I have Wikipedia:Changing username/Simple on my watchlist and I regulary watch the procedure . I'm well aware of the global rename policy also. If my three year old block is still an issue for granting this right, I'll politely withdraw my request. Akhiljaxxn (talk) 18:57, 6 August 2020 (UTC)[reply]
My opinion is not purely based on that 3-year-old block but on the issues such as competency mentioned in that SPI. This recent example of canvassing strengthen my doubt about the competency issue even more.
Other than that I saw that you were also blocked on mlwiki for 3RR violation years ago but I can still find frequent misuse of rollback after that block such as this and this, this and this too.
So I think this position is more about trust and these issues I mentioned does not establish that trust. ‐‐1997kB (talk) 15:40, 7 August 2020 (UTC)[reply]
