European Guarantee Fund

The Fund is designed for European Union businesses that are having trouble because of the economic downturn but that would have been strong enough to get a loan in the absence of the COVID-19 crisis.

The €24.4 billion fund was set up by the EIB Group with contributions from 22 EU Member States. By mobilising extra finance from the private sector, we aim to generate up to €200 billion for the economy.

Hundreds of thousands of companies are struggling in Europe. Financing approved under the European Guarantee Fund will mobilise billions of euros to get businesses back on track.

In a nutshell

The EGF provides guarantees to free up capital for national promotional banks, local banks and other financial intermediaries in order to make more financing available for small and medium companies, mid-caps and corporates.

Participating countries in the European Union provide guarantees proportional to their share in the EIB or other institutions. The EGF Contributors’ Committee, made up from representatives of these countries, decides on the availability of guarantees.

The guarantees will cover losses that may occur in the EGF operations of the EIB Group - including the EIB and its specialised SME-financing arm, the European Investment Fund.

Companies can seek financing from the Guarantee Fund directly with a local bank or other participating financial institutions in their countries.
Public sector authorities or health organisations such as hospitals, as well as larger, innovative companies, can request EIB loans for individual projects or research.

The governance of the European Guarantee Fund (EGF) is meant to balance close involvement of the EIB Group governing bodies and the Contributors on the one hand, and the need for a lean and quick decision-making process on the other.

The EIB Group governance structures remain fully applicable to the EGF operations. That is, the governing bodies of the European Investment Bank and European Investment Fund will approve the overall financing proposals, in line with their normal procedures. The Contributors’ Committee will also approve the use of EGF resources.

Contributors’ Committee

The Contributors’ Committee consists of representatives from all participating Member States. Ambroise Fayolle, EIB Vice-President, presides over meetings of the Contributors’ Committee, without a right to vote.

The Committee’s main responsibility is to approve the use of EGF resources for individual operations and global authorisations, presented by the EIB and/or the EIF.

The Contributors Committee also oversees the activities falling under the EGF. In this context, EIB Group services will provide ex-ante risk estimations for the proposed operations, closely monitor the development of underlying portfolios based on information received by the Financial Intermediaries as well as regularly report on the implementation of such operations to the Contributors Committee.

Decisions of the Contributors’ Committee

The decisions of the Contributors’ Committee approving the use of EGF resources for EIB Group operations, as well as a summary justification of the use of the guarantee for individual operations or categories of products, will be made available on this page. The above will not be applicable for projects subject to a confidentiality agreement between the EIB and the relevant counterpart.

In line with the EIB Group Transparency Policy, the Contributors’ Committee’s decisions for such cases will be disclosed at a later stage, namely after project signature or in the case these projects are no longer subject to a confidentiality agreement between the EIB Group and the relevant counterpart.

EGF financing
The part of the project supported by the European Guarantee Fund. Signed projects are listed with the actual amounts stipulated in the contract, but this figure may differ from the amount initially approved by the EIB or EIF boards.

Expected investment mobilised
The total financing expected to be mobilised for the project under the European Guarantee Fund from public or private institutions. This includes the EIB Group’s contribution.
