You should immediately talk to a personal injury attorney who also handles medical malpractice. There are very strict timelines that you must not violate so you should talk to someone right away or you could lose the chance to do something.

I need to know if I can file a lawsuit against the hospital who turned my 17 year old daughter away while she was in a cardiac arrest for she arrived at a later hospital and she died a minute after she arrived parents were never notified until after her death

3 years for a wrongful death that occurs in Maryland. There are no exceptions, as the time limit on commencing suit is deemed part of the substantive cause of action. I am sorry for your loss. In this instance, the at fault driver is responsible for the non-at fault driver's damages. The 19 year old (as opposed to a minor) is deemed to have capacity to be responsible for his actions.
