  • Mykhailo Fedorov: Digitalization is a gradual transformation of all public services into convenient online services

    Digital transformation is what distinguishes us in the world today. We are building a digital state. The state that becomes a service. Without bureaucracy, queues and corruption. Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov stressed at the opening of the second day of the All-Ukrainian Forum "Ukraine 30. Digitalization". It is dedicated to the key goals of the Ministry of Digital Transformation and the objectives for the next three years.

    One of the main goals of the Ministry of Digital Transformation is to digitize 100% of public services in 3 years. On May 17, the Ministry of Digital Transformation team presented more than 10 new services in the Diia (Action – ed.). These include changing a place of registration, paying taxes, changing driver's license, registering business, digital signature and e-petitions - all these online, in a few clicks. Simple, convenient, without unnecessary nerves, officials and bribes.

    Mykhailo Fedorov noted that it is possible to effectively transform the state at all levels due to an effective organizational structure. "The digital transformation of our country is first and foremost a convenience for citizens. This implies anti-corruption. This implies an opportunity to ensure equal access to resources for all Ukrainians. It means also changes, simplifications, transformations and often elimination of certain branches and directions. Therefore, it is important to build effective management at the state level. When we do this, we will receive the state as a convenient service," said Mykhailo Fedorov.

    To accelerate the digitalization of the country, the Ministry of Digital Transformation has introduced a unique position - CDTO. These are the deputies for digital transformation, who are now working in every ministry as well as such staff is selected in regional state administrations and communities.

    In addition, the Ministry of Digital Transformation is working to make Ukraine the most comfortable country in the world in terms of public services. As of August 24, government agencies will not be able to demand paper documents from citizens if they are in electronic registers. Thus, Ukraine will begin the transition to a "paperless" regime, which will accelerate the digitalization of Ukraine and provide the most comfortable conditions for every Ukrainian.

    "All bureaucratic problems with papers, certificates and queues arise because government agencies do not know how to exchange data with each other. An effective state cannot develop in several coordinate systems simultaneously - paper and digital. It is important for us that electronic data exchange becomes a top priority. A bill on the paperless regime has already been registered in the Verkhovna Rada, which was signed by a record 117 deputies," Mykhailo Fedorov told.

    The draft law, in particular, establishes the concept of e-services and fixes the features of their provision, because to date the legislation of Ukraine has not regulated the provision of public services online.
