Israel’s planning policy is aimed at preventing Palestinian development and dispossessing Palestinians of their land, with a view to enabling Israel to use as much of the West Bank for its own needs. All urban, agricultural and economic development potential lies in Area C of the West Bank, where Israel retains all building and planning powers. Israel exploits this control to virtually prohibit Palestinian construction and developing of infrastructure in Area C. This ban also harms hundreds of Palestinian Area A and B communities whose land reserves are in Area C and are, therefore, also subject to Israel’s ban.
