The Central African Republic (CAR) is beset by successive crises which force its population to live under harsh conditions. The CAR is one of Swiss Humanitarian Aid’s priority operational areas.

The political turmoil, violence and human rights violations that have shaken the CAR since 2013 have affected all of its inhabitants, more than half of whom are children. The SDC’s activities on the ground are focused on the health and civilian protection sectors and are coordinated by its cooperation office in N’Djamena, Chad. In 2014, Switzerland increased its financial contributions to its priority multilateral partners and to several NGOs.

Access to health care
Preventing the risk of illness for the victims of conflict
In Paoua in the west of the country, the SDC is funding a hospital run by Médecins Sans Frontières which treats internally displaced persons who have fled the fighting. In addition to machete and bullet wounds, their precarious situation exposes them to diseases such as malaria. In this hospital, they receive appropriate treatment.
Protection of civilians
Prevention of and protection from conflicts
The SDC is supporting various emergency operations to assist the victims of the crisis. It supports several programmes to strengthen the protection of civilians which are run by its multilateral partners, such as the International Committee of the Red Cross, the World Food Programme and the Office of the United Nations High Commissioner for Refugees.
In the country’s north-east, the SDC is funding a Danish Refugee Council project aimed at strengthening social cohesion and reducing the risk of renewed hostilities and interreligious clashes.
In Bangui, the SDC is funding a project run by the Swiss Foundation for Mine Action to raise awareness among the population about the risks associated with explosive remnants of war, such as grenades which are found all over the city and are sold freely in the city’s markets.
Support for the media
An independent radio station
Over the last several years, Switzerland has supported a local radio station, Ndeke Luka, through the Fondation Hirondelle. This independent radio station is one of the only media outlets in the country that broadcasts information even in periods of crisis.

Responding to successive crises
Since 2009, the SDC has been closely following the situation in the Central African Republic, where it has supported the activities of numerous multilateral partners. In June 2013, the SDC stepped up its presence in the region with the deployment of an expert from the Swiss Humanitarian Aid Unit (SHA). Based in the SDC’s cooperation office in N’Djamena, Chad, this expert regularly carries out missions in the Central African Republic. Thanks to her presence in the CAR, the SDC has access to first-hand information and Switzerland is able to maintain close contact with other actors in the region.

Contribution à la stabilité et à la reconstruction en République Centrafricaine (RCA)

La RCA se caractérise par la fragilité de ses institutions et par la récurrence de ses crises politiques et humanitaires. La gouvernance et la santé constituent deux secteurs pour lesquels la Suisse dispose d’une valeur ajoutée et pour lesquels elle a décidé de s’engager en RCA par des actions complémentaires d’aide d’urgence et de développement à long terme. Cet engagement est cohérent avec ceux déjà existants dans les pays prioritaires de la coopération internationale en Afrique subsaharienne ; il participera à la stabilisation de la région, consolidera la paix et contribuera à des services de santé accessibles et de qualité en RCA.

La DDC par son appui financier au mécanisme de réponse rapide (RRM) dirigé par UNICEF participe à un financement rapide qui aide la communauté humanitaire à répondre aux activités d'urgencepermettant d'améliorer les conditions de vie des personnes vulnérables aiguës affectées par un choc humanitaire et la préservation de leur sécurité et dignité. Le RRM maintien une capacité de veille humanitaire, d'évaluation et de réponse rapide aux besoins urgents identifiés en biens non alimentaires et en eau et assainissement.

RCA: UNICEF Sous-cluster protection de l’enfance

Par son appui financier au Sous-cluster protection de l’enfance, la DDC souhaite contribuer au renforcement du système de coordination en RCA, pour assurer une réponse de protection coordonnée pour les enfants affectés par la crise. Ce soutien rentre par ailleurs dans le cadre de la stratégie de la protection de civils (PoC), et plus spécifiquement dans le plan d’action du DFAE pour la protection des enfants associés aux forces et groupes armés.
