    History of the Organization


    The Council of Europe is an international organization with 47 member states. Founded May 5, 1949. Membership is open to all European states that recognize the rule of law and guarantee the fundamental human rights and freedoms for their citizens.

    Ukraine became a member of the Council of Europe on November 9, 1995.

    On September 26, 1995, the Parliamentary Assembly of the Council of Europe (PACE) adopted a positive conclusion on Ukraine's application for membership in the Council of Europe (Conclusion No. 190 (1995)). The Committee of Ministers of the Council of Europe adopted a resolution on Ukraine's invitation to become a member of the organization.

    On September 15, 1995, the Information and Documentation Center of the Council of Europe was opened in Kyiv, on the basis of which the Council of Europe Information Office was established in Ukraine in 2001.

    The headquarters of the Council of Europe are located in Strasbourg, the French Republic.
