The key book for the history of snow in Washington DC is: Blizzards and Snowstorms of Washington, D.C: A Photographic History of Washington’s Most Memorable Winter Storms., by Kevin Ambrose

Of course Washington’s most famous snowstorm is the Knickerbocker storm in 1922, which dropped snow at the rate of one inch per hour for a total of 28 inches (a record not equalled).
