"Adjustments" to California's stay-at-home order will take effect later this week, @GavinNewsom says as he begins midday COVID-19 briefing. But first, he's talking about new efforts on contact tracing.
Thursday: That's when @GavinNewsom says "guidelines" for moving into second phase of state's stay-home order, a loosening of some amount. Says communities could, if they meet those rules, make changes on Friday.
And for those who want an even more robust loosening under Newsom's stage 2: governor says some can do it if "locally certified" by county public health directors and county supervisors. Translation: locals that want looser rules have some notable hurdles to cross.
"I know this can sound very confusing," says Newsom. The message seems to be that Newsom hears locals who say they have no major probs. But he's also clearly making local leaders own those decisions, too. A guess: some communities won't meet criteria, will still want to open.
