Dead and injured following attacks on Ebola responders in the Democratic Republic of the Congo

28 November 2019 -- Two attacks in eastern Democratic Republic of the Congo have killed four workers responding to the Ebola outbreak and injured five others. The attacks occurred overnight on a shared living camp in Biakato Mines and an Ebola response coordination office in Mangina.

1 September 2019 Cairo, Egypt -- WHO is gravely concerned about reported attacks on seven health care facilities in the north west of Syria from 28-30 August 2019. Attacks on four facilities have been verified according to WHO reporting standards, and three are in process of verification.

Libya: Five medical staff dead in latest attack on health facilities in Tripoli

28 July 2019 Tripoli – The World Health Organization strongly condemns yesterday’s attack on Az Zawiyah Field Hospital in the south of Tripoli. Five health workers were killed and eight were injured in the attack. The hospital was damaged and forced to suspend its services.

4 July 2019 Cairo – The time has come to speak out once more about attacks on health care in WHO’s Eastern Mediterranean Region.

"Since the beginning of 2019, our Region has witnessed an average of more than one attack every day: hundreds of health workers have been killed, injured or assaulted, hospitals have been damaged and destroyed, and ambulances have been forced out of service."

In 2018 and 2019, there have been more reports relating direct targeting of health care facilities and healthcare workers by all parties of the conflicts. As a consequence, more people than ever are now denied access to basic health services.

Attacks on Health Care initiative

Health care is under attack. The sanctity of health care, the right to health, and International Humanitarian Law are threatened. Such attacks deprive people of urgently needed care, endanger health care providers, and undermine health systems.

In 2012, World Health Assembly Resolution 65.20 was adopted, which requested WHO to provide leadership at the global level in collecting and reporting information on attacks on health care. WHO subsequently created the Attacks on Health Care initiative to systematically collect evidence on attacks on health care, to advocate for the end of such attacks, and to promote best practices for safeguarding health care from attacks.


Evidence of attacks

The Attacks on Health Care initiative collects evidence through two main work streams: primary data collection in near real time through WHO country offices and partners on the ground using the Surveillance System for Attacks on Health Care (SSA), and secondary data monitoring at the global level, which is published quarterly. The secondary data complements the primary data collection in countries where primary data collection is not yet fully implemented.

"Health is a fundamental human right, and attacks on health care are a blatant violation of that right." says in this video Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization. These attacks deprive communities of access to services when they need them most, and have a devastating impact on people who are innocent parties to conflict – children, women, civilians. World Humanitarian Day is an opportunity to remind everyone that health care is #NotATarget.
