The EDGAR Business Office (EBO) has direct executive-level oversight for the strategy and governance of the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system to include the respective EDGAR Redesign Program for the delivery of a new electronic filing system.
The EBO’s responsibilities include oversight of the EDGAR budget; providing the agency’s publicly facing EDGAR filer support activities; engaging with stakeholders across the agency to develop business requirements for enhancements to EDGAR; sustaining the agency’s rulemaking efforts by evaluating the potential effects on EDGAR in meeting any new or changed filing requirements; and providing management and oversight of the agency’s library and third-party research and data resources.
The EBO Director serves as business owner of EDGAR. The following groups comprise the EDGAR Business Office.
Office of the Chief Counsel
The Office of the Chief Counsel provides legal advice and support on a wide variety of matters impacting EDGAR, and assists SEC Divisions/Offices with rulemakings and other issues that may impact the operation and development of the EDGAR system.
EDGAR Technical Solutions Services
The EDGAR Technical Solutions Services (ETSS) function oversees EDGAR’s technical system lifecycle program, including ongoing development, enhancement, re-engineering, and governance of EDGAR.
EDGAR Program Office
The EDGAR Program Office (EPO) provides operational support to the EBO. The EPO is responsible for coordinating responses to EDGAR issues that arise from filer interactions and coordinates with SEC Divisions/Offices to resolve EDGAR-related issues. As a business partner to the Office of Information Technology, EPO represents the business interests of SEC Divisions/Offices in the EDGAR software development lifecycle.
Information Services
The Information Services (Library) Branch comprises the Public Reference Room and Louis Loss Library, which offers access to online and hard copy resources, research tools and reference assistance to SEC staff. The Library manages the Commission’s steady-state budget and contract actions (in coordination with the SEC Office of Acquisitions) for purchasing data and information used in support of the SEC’s Divisions and Offices.
