Description

Studied at the Tokyo Hogakuin (later Chuo University). After serving as a police superintendent at the Governor-General of Taiwan, he assumed the position of director of Taito Takushoku Seito, director of Chosen Hikaku (Chosen Leather Manufacturing) and president of Karenko Denki. He was elected a member of the House of Representatives six times starting in 1912. He served as director of general affairs of Kenseikai (Constitutional Association) and director of general affairs as well as advisor to the Rikken Minsei-to(Constitutional Democratic party) before becoming the Minister of Overseas Affairs in the second Wakatsuki Cabinet 1931. He also served as the Minister of Railways.
