Jab Pengajian Luar (JPL)/Dept of External Studies (DES)

Department of External Studies, originally a unit (called International Unit) under the Research and Development (R&D;) Centre of AKMAL, manned by an Assistant Director of Customs. The formation of the Unit was in-line with vision of the leadership of the Department and to utilize the development of AKMAL International Center (ABID VI).

From a humble beginning conducting courses for the World Customs Organization (WC) in the early nineties, it began to spread its wing by offering courses under smart partnership modalities (participating beneficiaries had to funds for the return tickets and AKMAL provided the training and local hospitality) to other customs administrations in the region.

Centre of International Cooperation (CIC) was the new name given to the unit after it was officially detached from the R&D; on 1 April 2000 and given the important task as the country Coordinator to Training and Human Resource Development for the ASEAN Customs. The Centre was established with 1 Senior Assistant Director, 1 Superintendent, 1 Assistant Superintendent and 1 Senior Customs Officer; later her strength was enhanced with the addition of 1 Administrative Assistant and 1 Office Assistant.

With her solid track record, starting 2003, the CIC has been successfully accepted as one of the training providers for the Malaysian Technical Cooperation Programme (MTCP) of the Economic Planning Unit of the Prime Minister’s Department. During her first year of implementation, 155 international delegates from 43 countries listed under the MTCP Recipient list participated in 9 MTCP projects. The active participation of AKMAL in the MTCP, has put Malaysia, the Royal Malaysian Customs (RMC) and AKMAL on the world map, AKMAL has been accredited as one of the WCO Regional Training Centers and preferred venue for benchmarking activities as well as regional and customized trainings, such as by the Organization for the Prohibition of Chemical Weapons (OPCW), Association for the South-East Asian Nations (ASEAN), Japan International Cooperation Agency (JICA), Centre of Customs and Excise Studies (CCES) University of Canberra.

Department of External Studies (DES) is the current name of the so-called an International Unit about ten years ago. With the restructuring of AKMAL (in fact the whole of RMC), the DES has been given added responsibilities. Besides providing technical cooperation to international customs community, it is also responsible to enhance the professionalism and compliance level of the RMC main clients, the Forwarding and Shipping Agents. In addition, it has been shouldered to establish the networking with the University to enhance the professionalism of the Customs officers through Smart partnership program. The DES continues to pool her strengths to continuously overcome the challenges and enhancing her service delivery to be the window to the world for the RMC and for the world to see the progress achieved by the RMC and Malaysia, especially in the enhancement of her human capital to face the challenges of the dynamic environment. The success of the DES has put AKMAL as a global brand among customs fraternity around the globe:

  • As one of the WCO-RTC, AKMAL has successfully coordinated 11 Regional Seminars since 2005
  • Providing her technical expertise under the ASEAN Customs SPCD 11 including dispatching an expert in the process of developing ASEAN Customs Training Blueprint under the ASEAN-European Union Programme for Regional Integration Support phase II (APRIS II)
  • Under the MTCP, AKMAL has provided training / technical cooperation to more than 1,000 Senior Officers of Customs from more than 80 countries since 2003.
  • Working very closely with CCES to train 94 Senior Officers of Customs from abroad on Customs discipline in 2010 and for the last 3 years working closely with the OPCW/NA-CWC to conduct annual regional training on Chemical Weapons Conventions
  • Working very closely with the Northern University of Malaysia (UUM) in conducting courses for the Customs and Shipping agents to enhance professionalism and compliance level of the clients.

With the established symbiotic relationship among the departments in AKMAL and the strategic alliance with other stakeholders, the vision of AKMAL as the World Class Training Center in 2015 will be a reality.
