McCarty Little Hall, a wargaming facility
The War Gaming Department is located in McCarty Little Hall, a 110,000 square foot war gaming facility which opened in 1999. The building is named after Captain William McCarty Little, who was instrumental in the introduction and development of wargaming techniques at the Naval War College dating back to 1887.

Research & Wargaming at U.S. Naval War College

Founded, in the words of Rear Admiral Stephen B. Luce, United States Navy, as “a place of original research,” one of the primary functions of the U.S. Naval War College (NWC) is to conduct research, analysis, and gaming to support the requirements of the Secretary of the Navy and others. The Center for Naval Warfare Studies (CNWS) at NWC complements our educational curriculum by serving as a home for original research, innovative thinking, and creative problem solving.

About the Center for Naval Warfare Studies

Dedicated to studying the Navy’s contribution to national strategy, CNWS comprises several departments – the Strategic and Operational Research Department (SORD), the Wargaming Department, and the Naval War College Press – each with its own mission and specific study/research groups.

U.S. Naval War College (NWC) Naval Staff College students participate in a capstone wargame. Students were divided into two groups and assigned to specific nations within a blue and gold coalition. The game allows the students to put the theories of operational planning they have learned at NWC into practical use, focusing on the application of military power where the blue team plays against the gold team. The teams conducted separate planning sessions and briefed their respective courses of action (COA) to NWC’s War Gaming department faculty members. The teams executed their COAs during the game play. This is the first year the game has migrated from a paper board game to a fully functional computer application with touch screen technology that allows multiple people to play simultaneously. CNWS Research Publications & Results

Faculty and staff research is shared on campus and beyond through publication and at conferences, meetings, and seminars—as well as in the classroom. The NWC Press and CNWS Research Centers produce reports and short research papers on a variety of security and maritime topics. These works and others are contained within the Naval War College Institutional Repository to assist scholars, military researchers, and government professionals.

Areas of Specialization

NWC is also home to individual research centers and study groups, each dedicated to a specific warfare concern or focus area. These centers promote and support the research and teaching of unconventional conflicts and armed groups, legal implications of national and international confrontation, and how history informs contemporary decision making.

Thomas J. Culora

Dean | Center for Naval Warfare Studies

Dean Culora is a retired Navy captain and naval aviator with over 2500 flight hours. He has served in numerous operational billets including commanding officer of a helicopter maritime strike squadron (HSM-47), air boss on USS Peleliu (LHA-5) and executive officer then commanding officer of USS Boxer (LHD-4), an amphibious assault carrier. His staff tours include the Joint Chiefs of Staff where he helped shape and coordinate national and military policy during the groundwork initiatives to expand NATO in the mid-1990's and as flag secretary to the chief of naval education and training. He also served as both acting director and deputy director for Strategy and Policy on the Navy staff.

James Kraska

Chair | Stockton Center for International Law

James Kraska is the Charles H. Stockton Professor of International Maritime Law in the Stockton Center for International Law at U.S. Naval War College in Newport, Rhode Island. In 2017 and 2018 he served as a Visiting Professor of Law and John Harvey Gregory Lecturer on World Organization at Harvard Law School, where he taught International Law of the Sea.
