Róisín Pillay – Director
Róisín Pillay has worked extensively on national implementation of international human rights standards, and on issues of counter-terrorism and human rights. She studied law at Trinity College Dublin and at the University of Cambridge, and qualified as a barrister in Ireland. She previously worked for the Irish Law Reform Commission, for JUSTICE, the British section of the ICJ, and as an advisor to the UK Parliamentary Joint Committee on Human Rights, before joining the ICJ in 2006, where she manages the Europe Regional Programme and leads the work with the European Court of Human Rights and the Council of Europe.
Massimo Frigo – Senior Legal Adviser
Massimo Frigo (photo © European Union 2012) is an international and comparative law expert with particular focus on migration, counter-terrorism, criminal justice, accountability and access to effective remedies and reparations, and the independence of the judiciary and legal profession. Massimo joined the ICJ in 2007 in the Global Security and Rule of Law Programme, the Business and Human Rights programme and Legal and Policy Office, He has been for many years the editor of the ICJ E-Bulletin on Counter-Terrorism and Human Rights. Prior to joining the ICJ, he assisted in the research of the International Council on Human Rights Policy. Temur Shakirov – Senior Legal Adviser
Temur Shakirov specializes in international law with a focus on criminal justice process, fair trial, independence of judges and lawyers, implementation of international human rights obligations by States. Temur joined the Europe and CIS Programme of the ICJ in Geneva in early 2009. He has carried out research, missions other work related to the justice system focusing particularly on CIS States including the Russian Federation, Azerbaijan, Central Asian and others. Temur obtained his LL.M from Washington College of Law of the American University in DC. He previously graduated from the Tashkent State Institute of Law and the Uzbek World Languages University. Before joining the ICJ Temur worked at the Tashkent City Bar Association and the ABA/CEELI in Uzbekistan.
Karolína Babická – Legal Adviser
Karolína Babická is Legal Adviser in the European Programme. Before joining the ICJ in 2016, Karolína worked as migration and asylum policy and advocacy officer in Caritas Europa and as migration policy assistant in Amnesty International EU office in Brussels and in a number of NGOs in Prague. As Legal Advisor for Europe, Karolína works on asylum and migration issues, while also contributing to the wider programmes of work of ICJ in Europe. She holds a PhD in international and European law from Charles University in Prague and the Certificate of European Asylum and Migration Law from the Odysseus Network, Université Libre de Bruxelles.
Mónica López de Rego García-Arquimbau – Programme Manager
Before joining ICJ in August 2017, she worked on semi-emergency response and development projects for several international NGOs such as Africa Development Corps and Médicos del Mundo. During this time she was based in different countries including Liberia, Greece and Sierra Leone. Mónica holds two degrees – in Law from UNED and in International Relations from Universidad Complutense de Madrid. She is currently pursuing higher education in human rights.
Dina Massanova – Programme Officer
Dina Massanova is a Programme Officer working part-time in the Europe Programme of the ICJ. She obtained her Bachelor’s degree in international relations from Kazakh-German University in Almaty. Dina has undergone training on the analysis of reports within the frames of the Extractive Industries Transparency Initiatives (EITI). Her professional experience includes working with different international organizations. She is currently working with the Legal Policy Research Centre (LPRC), Kazakhstan, as a Project Coordinator. She coordinates various projects on human rights related topics such as business and human rights, rights of human rights defenders, freedom from torture and others. Throughout her career, Dina has worked with various stakeholders including representatives of State bodies, bar associations, civil society and business enterprises in Kazakhstan.
Grytė Kuliešiūtė – Administrative Officer
Grytė is an Administrative Officer for the Europe and Central Asia Programme and closely works with communication team in Geneva, assists on project management tasks and administers the Brussels office. She holds an MA in Literature and Press from Vytautas Magnus University in Lithuania. Previously she has worked as an International Relations Officer for ERASMUS+ programme in Kaunas University of Technology and colaborated in various projects as a cultural news reporter, freelance language editor and communications officer.
Vanesa Sánchez Nasarre – International Finance Officer
Vanesa has more than 10 years experience working in the NGO sector. She specialized throughout her career in Finance and Administration of developing programs ensuring accountability and compliance with donors, partners and stakeholders. In her career she gained experience working in complex contexts, as well as different sectors including Human Rights, Health, Gender and others. After 8 years living in African countries, she joined the ICJ Brussels office in October 2018.
Irina Chibisova – Translator
Irina Chibisova is Translator in the ICJ Europe Programme. She graduated from Moscow State Linguistic University where she studied foreign languages and international law as a second major, and did a six-month student exchange programme at Humboldt University in Berlin, Faculty of Law. Irina started working with the ICJ translation in 2008. Since 2005 to date, she has worked as a translator at the International Protection Center in the Russian Federation, focusing on the European Court of Human Rights cases.
Dmitriy Nurumov – Legal Programme Consultant
In 2015-2016, Dmitriy Nurumov served as Special Adviser on Ukraine for the OSCE High Commissioner on National Minorities (HCNM). In 2011, he joined OSCE/HCNM as Legal Adviser. In 2014, he was promoted to the position of Senior Adviser in 2014. Prior to that, he worked at the ODIHR Rule of Law Unit as OSCE/ODIHR Rule of Law Programme Coordinator in Central Asia and managed a trial-monitoring project in Armenia. Before joining the OSCE/ODIHR, Dmitry Nurumov was a Legal Expert for the OSCE Centre in Almaty from 2001 to 2003. In the past, he also worked for the International Organization for Migration (IOM) and for a local NGO in Kazakhstan. In 2000, he defended a PhD in International Public Law at Moscow State Institute (University) of International Relations (MGIMO). He has written and edited publications on criminal procedure, human rights and constitutional law.
Dilfuza Kurolova – Legal Programme Consultant
Dilfuza Kurolova joined the ICJ as a Legal Consultant for Uzbekistan in 2018. She is specialized in economic, social and cultural rights. Previously, she was a lecturer on international law at the Tashkent state university of law. Dilfuza worked at national NGOs on breast cancer advocacy and in the recent years, she worked as national consultant at various projects of international organizations (World Bank (Social Development Unit), ILO and UNICEF offices in Uzbekistan) on labor rights, children’s rights, social policy and citizens engagement/feedback mechanism. Dilfuza holds Master`s degree from the Tashkent State University of Law`12 (International Public Law) and the OSCE Academy`15 (Politics and Security in Central Asia). She is a member of TEDx MustaqillikSquare and independent researcher on right to food/food security.
Ulviya Hasanova – Legal Programme Consultant
As part of the Europe and CIS Programme, Ulviya works on the independence of lawyers in Central Asia and Azerbaijan. Before joining the ICJ, Ulviya worked with ABA-CEELI, IBAHRI, ICRC, IOM. She was a visiting fellow at CEELI Institute writing about freedom of artistic expression in Post-Soviet States. Ulviya’s main expertise is related to the European Convention of Human Rights, freedom of expression, independence of judges and lawyers, fair trial guarantees, migration law, refugee law and others. She studied law at the Law Faculty of Baku State University and obtained her LLM degree from University of Essex majoring in international human rights law.
Farkhod Fazilov – Legal Programme Consultant
Farkhod Fazilov joined the ICJ as a Legal Consultant for the Europe and CIS Programme in 2018. He is specialized in economic, social and cultural rights. Farkhod is a lecturer on criminal law at the Tashkent State University of Law (TSUL). From 2012 to 2017, he was a lecturer of the Department of International Public Law and at the Department of the Judiciary and Law Enforcement Bodies of the TSUL. Since 2016, Farkhod has been a member of the Bar Association in Uzbekistan. He has written about 30 academic articles and abstracts, several monographs, including on international humanitarian law. He is one of the co-authors of a new generation of books on the legal profession and international law in Uzbekistan. He holds Master`s degree from the Tashkent State University of Law`12 (International Public Law).
Kerem Altiparmak – Legal Programme Consultant
Kerem Altiparmak has LLB (1995) and LLM (1998) degrees from the Ankara University and PhD degree from the Leeds University (2002). He was the Director of the Human Rights Centre of the Ankara University, Faculty of Political Sciences until October 2017. He has also worked in a number of human rights projects with human rights NGOs, especially with the Human Rights Joint Platform in Turkey. He also worked with Prof. Yaman Akdeniz (İstanbul Bilgi University) in a number of freedom of expression projects. He won Turkish Publishers Association Award (2014), Halit Çelenk Legal Prize (2015), Columbia Global Freedom of Expression Award (2016) and Press Association of Turkey Press Freedom Prize (2016) with Professor Yaman Akdeniz. He was also the recipient of Franco-German Prize for Human Rights & the Rule of Law in 2017.
Mariia RUDKO – Legal Programme Consultant
Mariia joined the ICJ to work as a Legal Consultant on security and independence of lawyers in Ukraine. Previously, she worked with the Red Cross in Sweden, with the UN for the Prosecutor’s team in Khmer Rouge Tribunal in Cambodia and for the European Parliament in Brussels. Most recently, Mariia served as a human rights expert for the Ministry of Justice of Ukraine. She obtained her law degree in Kyiv-Mohyla Academy in Ukraine and holds LLM in International Human Rights Law from Lund University in Sweden.
