Founded by Mr J.G.D. Wateler, a Dutch citizen, who bequeathed his estate to the awarding of a prize to a person or institution which has rendered valuable service to the cause of peace. In his acceptance speech, the ICJ Secretary-General said that “the recognition, by this award, of the link between peace and human rights under the rule of law is particularly gratifying to us”.
