Although she had to leave school when she was a girl to go to work, Blackwell earned her master's degree in regional planning in 1983. She was elected to chair the National Conference of Black Mayors in 1989 and served as president from 1990-1992.

After the passage of the Voting Rights Act in 1965, she continued to use her political organizing skills to initiate programs to assist the poor and encourage homeownership. In 1976, she was elected mayor of Mayersville, the first Black woman to serve as mayor in Mississippi.
