PUBLIC NOTICE Oregon Air National Guard NOTICE OF AVAILABILITY Environmental Restoration Program (ERP) Proposed Plan for the Portland Air National Guard Base The Air National Guard (ANG) announces the availability of a No Further Response Action Planned (NFRAP) decision document for Environmental Restoration Program (ERP) Sites 1, 2, 3, and 11 located at the 142nd Fighter Wing, Portland Air National Guard Base in Portland, Oregon (PANGB). Soil and groundwater investigations conducted between 1987 through 2001, indicated the release of contaminants to soil and groundwater have occurred at ERP Sites 1, 2, 3, and 11. Remedial actions to reduced contaminant concentrations were implemented in accordance with the Record of Decision (ROD) and subsequent Explanation of Significant Differences (ESDs). The results of groundwater remedial performance monitoring conducted between 2004 and 2012 show that target cleanup levels for contaminants of concern consisting of chlorinated volatile organic compounds and petroleum hydrocarbons at Sites 1, 2, 3, and 11 have been achieved in accordance with the Remedial Action Objectives stipulated in the ROD and ESDs. The ANG has determined that no further remedial actions are warranted, and the NFRAP documents that the site conditions do not pose a significant risk or threat to human health or the environment for current and future industrial/commercial land use, and are compliant with the designated beneficial groundwater use beneath the PANGB. The ANG encourages the public to review and comment on the NFRAP decision document. Comments may be submitted during the 30-day comment period beginning on 24 July 2017 and ends on 24 August 2017. The NFRAP decision document can be accessed through the ANG website at http://afcec.publicadmin-record.us.af.mil.
