DUTIES:

As a Program Specialist (Leader) you will:

  • Serve as principal advisor on all matters related to management and operations in areas including human resources, office administration, property accountability inventory management and facilities.
  • Provide direct supervisory responsibilities for various support functions within the Business Service Office to include personnel actions, time and attendance, training and travel as well as agency-wide support in property accountability of information technology infrastructure equipment.
  • Perform management functions such as passing along instructions and policy guidance, approving training needs, approving short term or emergency leave and rating or reviewing employee performance appraisals.
  • Identify distribution of workload and tasks.
  • Analyze the status and impact of laws, regulations, executive directives and departmental policy issuances and identifies legislative needs to include coordinating the preparation of legislative and regulatory proposals.
  • Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., personnel) and securing needed information or decisions from the supervisor on major work problems and issues that arise.

QUALIFICATIONS REQUIRED:

Applicants must have one year of specialized experience at the GS-13 grade level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing human resources support enterprise-wide, oversight and management of office administrative actions such as training, travel, time/attendance, property management and inventory management for agency-wide Information Technology (IT) infrastructure equipment.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
