Beta Delta Boulé was chartered in 1977 at least in part as a history of contacts made by Archon Herbert T. Miller during his tenure as Grand Sire Archon more than five years earlier. It was then that he initiated a correspondence with Archon Lionel Newsom (President of Johnson C. Smith from 1968-72) of Charlotte, who was then a member of Alpha Tau in Durham. Archon Miller was aware of the desire among Archons in many parts of the country to belong to a Boulé within their immediate community and believed it offered sufficient incentive for Archons to search out qualified candidates and thus effectuate the expansion of the fraternity.
