Although Uganda is about the size of Oregon, more people are living with HIV there than in the entire United States. To help address the epidemic, RAND researchers have been working in Uganda for more than a decade on issues surrounding access to treatment, adherence to drug regimens, and depression.
A small team of RAND researchers has spent years working with local clinics in Uganda to help people not just survive HIV, but learn to live with it, and even thrive.

President-elect Trump has questioned the usefulness of taking daily intelligence briefings. Recent reporting has emphasized why he should be more interested. But according to RAND's Derek Grossman, the focus should be on how the intelligence community can encourage Trump to take the briefing and tailor it to his preferences.
President-elect Trump is receiving President Obama's version of the daily briefing; it has yet to be tailored to his preferences, to which every president is entitled. The intelligence community should seek to adapt the briefing to maximize its interest and relevance to the president-elect.

Congress is currently discussing a repeal-and-delay approach to the Affordable Care Act. This would avoid immediately ending coverage for the millions of Americans insured through the law and give legislators time to craft a replacement. But according to RAND's Christine Eibner, it could also make it hard for any ACA replacement to be budget-neutral.
As Congress considers options to repeal and replace the Affordable Care Act (ACA), it will need to confront the federal budget "scoring" process, whereby the Congressional Budget Office provides its best estimate of the 10-year impact of legislation on the federal deficit. But as the RAND Corporation’s Christine Eibner explains in a new To the Point post, bills scored as deficit-increasing can be difficult to pass under congressional rules.

France needs help from its allies to prevent Mali from becoming a safe haven for terrorists. Why? RAND's Christopher Chivvis explains: "Supporting French efforts today may not be an easy sell. But the alternative may well be intervening [in Mali] again — perhaps without French help — five years from now."
The 2013 French intervention in Mali averted an al Qaeda-backed thrust toward the capital of Bamako and reduced the threat from other jihadist groups. To ensure a new threat does not materialize in Mali, France will need staying power and support from its European partners and the U.S.
