Each year MEMA manages several million dollars in federal grant funds that are awarded to eligible regional and local entities. This includes the coordination and facilitation for the following programs:

Hazard Mitigation Grant Program (HMGP)
Application Period: CLOSED
The HMGP provides funds to assist state agencies, local governments, and certain private non-profit organizations to implement long-term, all-hazards related mitigation measures after a major disaster declaration. The HMGP is competitive statewide, and is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.


Flood Mitigation Assistance (FMA) Grant Program
Application Period: CLOSED

The FMA grant program provides funds to assist state agencies and local governments implement measures that reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under the National Flood Insurance Program (NFIP). This annual program funds only flood-related mitigation measures.


Pre-Disaster Mitigation (PDM) Grant Program
Application Period: CLOSED

The PDM grant program provides funds to states, territories, tribal governments, communities, and universities for hazard mitigation planning and the implementation of mitigation projects before a disaster. This annual program is all hazards, and is competitive nationwide.


Emergency Management Performance Grant (EMPG)
Application Period: CLOSED
The EMPG provides funds to assist local governments — through emergency management departments — to prepare for all hazards and obtain the resources required to support FEMA’s National Preparedness Goal and associated Mission Areas and Core Capabilities. Local communities and tribes with an emergency management department are eligible for this annual grant program.


Citizen Corps Grant Program (CCP)
Application Period: CLOSED
The CCP provides opportunities for local citizens to participate in a range of organized activities to make their families, homes, and communities safer from manmade and natural disasters. Local and regional CCP groups (e.g., CERT and VIPS) are eligible for this annual, competitive grant program.


Hazardous Materials Emergency Preparedness Planning Grant Program (HMEP)
Application Period: CLOSED
The HMEP planning grant is focused on transportation-related planning for hazardous materials in support of the Emergency Planning and Community Right-to-Know Act (EPCRA). Current Massachusetts State Emergency Response Committee (SERC)-certified Emergency Planning Committees (EPCs) are eligible for this annual grant program.
