It's the same thing. You wouldn't expect the state to ask photographers a cut from the pictures they took in a forest; the same goes for any other public (by use) area.

Idem. I actually used to zoom the site at 110% but it didn't render the same way ; I think they either changed the font too, or set it at an even bigger size than when I zoomed.
