You can get stuff done before going to Thunderhead:
- Get the third job on Pumpkin Island done for a heart piece.
- Go to Fun Fun Island and help the owner retrieve his Party Wheel.
Your goal in the Thunderhead is the Isle of Storms. This rainy area is just like any other part of the sky. If you have any Goddess Cubes that opened chests here, you can now pick them up.
Land on the southeastern platform of the Isle of Songs and you'll be confronted with a massive puzzle.
The solution to the puzzle is to line up the protruding piece of each ring. You can move the rings with the center device, which you can push in a clockwise manner.
A stone with three crystals in it to the left of the central device raises little walls. You can catch each ring's protruding segment on the walls to stop it and let the others rotate into place alongside it.
This takes a bit of experimentation, but the final result should have all the little protrusions lined up in a 12 O'Clock position. They will all rotate at once if you line them up, so just drop all of the walls out of the way if you get them lined up and move the three protruding segments to the 12 O'Clock position.
With the bridge in place, cross it and crawl into the small hole. Inside the building, use a Skyward Strike to activate the wing shape.
