use shutter priority for pics to get the speed of your movement right, and the video mode should be able to adjust to your subject 4k will eat up memory so get lots of cards if you want 4k

panasonic fz-200 might work for you it is under 500 new and you only need a filter for it. it is not extra small nor shoots in the dark, but It will do the rest.
