What is the public attitude towards infrastructure in the UK?

Informed local debate is an essential first step to building high quality national infrastructure. Making a better public case for infrastructure can help reduce opposition to local infrastructure projects and big projects which are often in part funded through UK tax receipts.

We commissioned Ipsos MORI to look into the public’s attitude to infrastructure development. This is what we found out.


Business and government can do more to make the public case for infrastructure. Improving community engagement by explaining how new infrastructure projects address the issues people most care about is really important.

What does this mean in practice?

  • Overall people are broadly satisfied with existing infrastructure and so do not understand the need for upgrades and new infrastructure projects.
  • Major projects are too often only “sold” in terms of national benefits, with the local advantages being ignored. Most people care more about the local impact of projects.
  • People want information from a source they trust. They want to hear from independent technical experts rather than ministers or the businesses building the project.
