Notice to Exporters 2015/31: SPIRE Replacement Workshop

The Department for Business, Innovation & Skills (BIS) is leading a project to create a cross-government digital platform for import and export licensing. This is intended to replace the current SPIRE system.

There has already been a high degree of participation from industry, but we would like to present our initial findings as to what the platform could look like, and how your user experience can be improved. It is important to us to get a range of views from individuals, small, medium and large companies as well as trade associations and others that use our licensing service.

Accordingly, we would like to invite you to attend a workshop to listen to your feedback and create a service that can greater benefit industry:

Notice to Exporters 2015/29: Export Control Reports and Statistics web pages redesigned

Notice to Exporters 2015/29: new look for statistics and reporting database
8 December 2015

The Export Control Organisation (ECO) has redesigned the pages of the searchable database of export control reports and statistics.

The styling and layout of pages has been improved. Functionality and site content remains largely the same, except:

    • Exporters can now include ‘end user type’ as one of their search criteria. Please note that this type of search will be limited to those licence applications for which this data has been collected (see Notice to Exporters 2015/19 for more on the requirement to specify end user type).
    • The Help page has been updated to reflect the new layout.

Notice to Exporters 2015/27: MOD Form 680 seminar scheduled for February 11

The Export Control Organization had so much success with its last seminar on the MOD (Ministry of Defence) Form 680 and the assocated process, they've decided to give it a second go. This one will be held on February 11th, 2016, at the Westminster Conference Centre (1 Victoria Street, London), and will cost 75 GBP per attendee. The seminar, which will run from 8:30 AM until 4 PM, will include lunch and refreshments.

Notice to Exporters 2015/22: ECO publishes licensing statistics

Beyond the raw statistics, ECO's release states:

    • For the first time, these statistics have been produced to be compliant with the UK Statistics Authority’s code of practice for official statistics.
    • In addition to the usual country pivot report (for which a report is available for each year and quarter back to 2008Q1 on gov.uk), the 2015Q1 statistics are also accompanied by a range of new data tables and a statistical commentary (which aims to provide a brief overview of recent trends in the data presented in the data tables).

Notice to Exporters 2015/23: MOD Form 680 ‘surgeries’ this autumn – book your place
22 July 2015

1. The MOD Form 680 is a security procedure, used to assess the release of equipment or information with a classification of Official-Sensitive or above by companies to foreign entities.

2. If you manufacture equipment, or share information, that can be used for military purposes then you may need a MOD Form 680 as well as a subsequent export licence.

3. If you are unsure, or just want some advice, the Arms Control and Counter Proliferation team in the Ministry of Defence is offering you the opportunity to visit and discuss your requirements in a series of surgeries. You will be able to talk with an adviser in a secure and confidential environment.

4. Attending these two-hour surgeries before applying will help to ensure that MOD Form 680 advisers receive the correct information in the first place – saving everyone’s time.

5. There is no charge for attendance.

The UK wants to know: should arms dealers be registered?

Notice to Exporters 2014/10 is the Department for Business Innovation and Skills (BIS)'s call for comment: should there be registration of arms brokers, in addition to the existing licensing arrangements? The comment period is open until May 30th, and can be responded to online or by filling out a form.
