The First Donors’ External Evaluation of the OIE World Animal Health and Welfare Fund (2006-2008 activities)

The first external evaluation of the OIE World Animal Health and Welfare Fund (The World Fund) Activities was completed during the period 28 April 2009 to 26 June 2009. It assess the relevance and results of the OIE World Fund activities for the period 2006-2008, and is the first evaluation since the creation of the OIE World Fund.

The first independent evaluation of the OIE World Fund was co-financed by several Donors: the World Bank (46%), Canada - CIDA (34%) and UK - DFID (20%).

In addition to specific activity and operational recommendations not presented in detail here, the overall recommendations are to: retain the main focus on the horizontal provision of support to improve the capacity of veterinary services, while supporting specific vertical initiatives as appropriate; to continue to target activities which countries cannot undertake alone, and for which the OIE can provide added value; that the OIE should use its unique position in bringing together a diverse range of actors to consider which existing mechanisms or new mechanisms may be put in place to improve co-ordination between initiatives; to continue efforts to be made to avoid duplication of activities carried out by other actors; to explore the scope of working more closely with the private sector; and, to align the Fund’s activities with broader international aid and partner organisations’ objectives.

“The overall assessment of this evaluation is that the Fund has largely met its objectives. This has been achieved both by the very satisfactory development, planning and performance of the specific activities supported by the Fund, and by the broader coordination and management of the Fund.” (June 2009).
