Cities performing greenhouse gas (GHG) measurements on a regular basis is actually pretty inspired. If nothing else, it would establish some real benchmarking and give municipalities around the world a chance to push their numbers down -- imagine a GHG Olympics, for example.

With only 25% of cities having low carbon planning going on, there surely is room for lots of improvement. And quite an industry could grow from a low carbon planning and implementation program.

I'm not holding my breath on this bill. The issue is even more contentious and polarizing than immigration and that doesn't appear to be going anywhere either.

A new cap-n-trade system/policy looks like a great place for Obama to issue another one of his famous "executive orders."
