Capt. Matt Tobler, PMA-264

Capt. Matt Tobler is the program manager for Naval Air Systems Command’s Airborne Anti-Submarine Warfare Systems program office (PMA-264). He is responsible for the development, test, acquisition, budgeting and sustainment of airborne ASW systems and sensors employed by the Navy’s fixed wing, rotary, and unmanned ASW platforms.  Prior to his current assignment, Tobler served as NAVAIR’s deputy Program Executive Officer for Air ASW, Assault, and Special Mission Programs acquisition lead for Navy programs.

He entered the United States Navy in 1990 through the Naval Reserve Officer Training Corps at the University of Wisconsin-Madison, where he earned a Bachelor of Science degree in Engineering Mechanics. Following designation as a Naval Flight Officer in September 1992 and subsequent Viking Fleet Replacement Training, he reported to Sea Control Squadron 24 (VS-24) where Tobler served as conventional weapons officer, Naval Flight Officer NATOPS officer, strike warfare watch officer and Carrier Air Wing Eight Aerial Mining Warfare Officer, deployed on USS Theodore Roosevelt (CVN 71) and USS John F. Kennedy (CV 67), and participated in Operations DELIBERATE FORCE/DENY FLIGHT/SOUTHERN WATCH.

In June 1997, Tobler reported to the Naval Postgraduate School, Monterey, Calif., where he earned a Master of Science degree in Aeronautical Engineering. In December 1999, he graduated from the U. S. Naval Test Pilot School, Patuxent River, Md. Following graduation from the U.S. Naval Test Pilot School, Tobler served two years as project officer and S-3B Viking Test NFO at Air Test and Evaluation Squadron 20.

Reporting back to Sea Control Squadron 24 in 2001 as a department head, Tobler performed duties of administrative officer, air combat training continuum officer, senior Viking tactics instructor and maintenance officer. Tobler completed one turnaround cycle and deployment on USS Theodore Roosevelt (CVN 71) including participation in Operation IRAQI FREEDOM.

Tobler then joined the Aerospace Engineering duty officer community, first serving as assistant program manager for Systems Engineering for the S-3B from 2004 to 2007. While the S-3B Class Desk, he also led an Integrated Product Team (IPT) that brought several new capabilities to the Viking highlighted by the integration of the Low Altitude Navigation and Targeting Infrared for Night targeting pod. Tobler was then assigned to the Littoral Surveillance Radar System Chief of Naval Operations Special Project, where he served as Systems Engineering and Integrated Test Team Lead and then IPTL until December 2009.

Tobler’s awards include the Navy Meritorious Service Medal (three awards), Strike Flight Air Medal, Navy Commendation Medal (five awards, one combat device), Navy Achievement Medal (three awards), and various other unit and campaign awards. He has accumulated over 1700 hours in over 15 different aircraft, including over 390 carrier landings.
