We are very pleased to welcome you to RFF Press, which since 2011 has been part of the Routledge publishing family. RFF Press continues to publish pioneering research in environmental economics and natural resource policy.

RFF Press publications support the mission of Resources for the Future (RFF), a nonprofit and nonpartisan organization headquartered in Washington, D.C. RFF conducts independent research on environmental, energy, and natural resource issues and strives to improve environmental and natural resource policymaking worldwide. Since RFF's founding in 1952, the Press has published nearly 500 books and has developed a unique reputation for the rigor, balance, accessibility, and policy relevance of its publications.

As an imprint of Routledge, RFF Press is committed to growth. Traditionally our publishing program has focused on environmental economics and related policy studies. However we are now actively moving into new subject areas, including Natural Resource Management (particularly energy and water resources), Governance and Public Policy, and Environmental Law.     The first edition of this important work was the winner of the 2002 Publication of Enduring Quality award by the Association of Environmental and Resource Economists. The continuing premise for the book is that estimates of the economic values of environmental and natural resource services are essential for effective policy-making.     This book considers the critical but little examined issue of the degree to which the federal constitution of a nation contributes toward or limits the ability of the national government to manage its natural resources (or commons), including adherence to the conditions of international environmental treaties. The book takes the reader along a continuum of constitutionally established natural resource management, from local governance of resources to global governance. It is shown that national governments in federal systems are at the center of a constitutional 'multicommons,' with lower levels of government potentially acting as rational herders on the upper commons.
