Research suggests that alcohol use may increase sexual risk behavior, which has implications for HIV transmission. Studies have shown the relationship between alcohol use and increased numbers of sex partners, decreased condom use, and increased risk of sexually transmitted infections, tuberculosis, injuries, gender-based violence and non-adherence to anti-retroviral medication. Responding to the need to share information on the feasibility, acceptability, and effectiveness of approaches to reduce alcohol-related risky sexual behavior, AIDSTAR-One and the PEPFAR Technical Working Groups on MARPs and General Population and Youth Prevention organized the “PEPFAR Southern & Eastern Africa Technical Consultation on Alcohol and HIV Prevention” from April 12-14, 2011 in Windhoek, Namibia.
More than 80 participants representing fourteen countries (Angola, Botswana, Democratic Republic of Congo, Ethiopia, Kenya, Mozambique, Namibia, Rwanda, South Africa, South Sudan, Swaziland, Tanzania, Uganda, and Zambia) joined multilateral donors and organizations to share approaches to alcohol-related HIV prevention programs in eastern and southern Africa. Participants reviewed the evidence on alcohol and HIV; exchanged intervention ideas and best practices; learned about WHO and PEPFAR strategies on alcohol; and worked together to develop strategic plans for addressing alcohol's negative effects in their countries.
