The legislature in any society performs the important function of deliberating policies for the people and passing them in the form of statutes. Although the Philippine Legislature was organized only in 1916, it had deep roots in the past.

Long before the Spanish rulers came to the Philippines, the people in their barangays were already governed by a set of rules by their chief. Over the long span of Spanish and American rule, various forms of legislative structures were set up to perpetuate the colonial rulers’ desire to rule the country.

Republic Act 67581 known as the Salary Standardization Law (SSL) prescribes that all agencies and instrumentalities of the government shall have a uniform salary structure. The Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) are covered by this law which imposes uniform salaries for employees of the same rank in all government agencies.    (STSRO publications)

I. MACROECONOMIC ASSUMPTIONS AND PERFORMANCE

In 2012, the economy attained a 6.8 percent real Gross Domestic Product (GDP) growth, while Gross National Income (GNI) grew by 6.5 percent. The fastest growth rate in the previous year was accounted for by the Service Sector at 7.6 percent, followed closely by the Industry Sector at 6.8 percent. Agriculture, Hunting, Forestry and Fishing lagged with a much lower 2.8 percent annual growth for the same period.   (LBRMO publications)
