12 Components M&E; System Assessment - Guidelines to support preparation, implementation and follow up activities

MERG Guidelines for country owned and country led self-assessment of the 12 components of a functional national M&E; system. It enables national governments and partners to avoid duplication of efforts in assessing the M&E; system and allows a comparison of the performance of the 12 components of a functional M&E; system across periods, through using a comparable standardised tool. It provides step-by-step instructions, as well as a structured questionnaire that can be used to guide the assessment process. These Guidelines are meant for both the facilitators of such national HIV M&E; system assessments and for those individuals and organisations who participate in such an assessment process at the national level, decentralised government level and the HIV service delivery level.

This MERG tool is for assessing how well each of the 12 components of a national HIV M&E; system is functioning. The tool facilitates the identification of strengths and weaknesses in the national HIV M&E; system and the prioritization of system strengthening activities.
Planning Tool for developing a digital library of M&E; resources

A MERG Planning Tool to help assure that users of a digital library can successfully locate resources and can make informed decisions regarding the quality of the materials. The Planning Tool has two purposes: 1) To provide guidance to current owners and future developers of a digital library on the range of issues to be addressed in usability and user-friendliness of the library and 2) To provide a list of questions to help organizations brainstorm if they can and should invest their resources in developing a digital library.
Indicator Standards and Assessment Tool

This MERG tool consists of a set of agreed indicator standards that are relevant at the national level for program managers and service providers, who need to select, revise and use indicators to monitor, manage and implement their country’s response to the epidemic effectively monitor. This will ensure that indicators provide decision-makers and key stakeholders with useful, feasible and relevant information. An additional aim is to reduce the burden of global reporting on countries by harmonising global level indicators across multilateral and bilateral organisations.
Guidance HIV M&E; Capacity-building

This MERG guidance aims to assist national AIDS programmes in the planning and implementation of M&E; capacity-building activities, at the different multi-sectoral levels. It enables stakeholders to reach a shared understanding of the overall goal of M&E; capacity building; offers ways to reach M&E; capacity-building results by using a systems approach; provides the basics of monitoring M&E; capacity-building and performance of the national HIV M&E; system. This guidance is relevant to: national M&E; managers, national HIV programme managers; members of the National M&E; Technical Working Group; sub-national HIV programme staff and HIV service delivery staff with M&E; responsibilities; staff from agencies/organisations involved in HIV M&E; support.
Guidelines for Developing Terms of Reference for Prevention Evaluation

This MERG guidebook’s specific objective is to foster a systematic approach to the evaluation of prevention programs by focusing on an often overlooked yet critical step in evaluation planning: the preparation of terms of reference (TOR). It can be used to facilitate the planning of evaluations for HIV prevention, discussions on the design of these evaluations, and the drafting of TOR to guide such assessments. It is intended for use by anyone who prepares or reviews TOR for evaluations of HIV and AIDS prevention programs and projects.

The books in this series provide a common sense introduction to a range of M&E; issues. They cover the fundamentals and their practical applications and include techniques and tools for managing M&E; of the HIV epidemic and response. Although the series uses HIV as its focus, the M&E; fundamentals are also relevant to other areas of public health and development. As such, these books may not only be useful in strengthening national M&E; systems designed to track progress in reducing the impact of the HIV epidemic, but also in strengthening M&E; systems which support other health and development goals, such the United Nations Millennium Development Goals.

The Glossary will facilitate and improve dialogue and understanding among all those who are involved in M&E; of development activities. It should also serve as a valuable reference guide in M&E; training. The selection of terms and their definitions in the attached glossary have been carefully discussed and endorsed by the MERG.

This MERG Guidance provides strategic guidance for evaluating the effectiveness of HIV prevention programmes considering issues of programme relevance and appropriateness, reach and coverage, quality, outcome/impact and cost-effectiveness. It addresses what programme planners, managers and implementers need to know about evaluation, and how evaluation links to programme monitoring. The guidance is relevant to both generalized and concentrated/low HIV epidemics.

The purpose of this document is to introduce an organizing framework for a functional national HIV M&E; system. This framework provides (1) a description of the main components of a functional national HIV M&E; system, and (2) some benchmarks against which to assess progress in establishing such a system. This document covers system components that need to be present and work to an acceptable standard for the national M&E; system to function effectively, but not all components need to be implemented at all levels of the system. This document does not provide detailed guidance on how to operationalize the system.
