Furthering capacity of Health Technology Assessment in Estonia: Using evidence to make better decisions
Over the last year, NICE has been working with Estonia Health Insurance Fund (EHIF) and the European regional office of the World Health Organisation (WHO) to share experiences and help strengthen the methods and processes for the systematic use of evidence in policy-making in Estonia, though transparent and consultative mechanisms. This collaboration led to a scoping visit by NICE to Tallinn in October 2008, followed by a visit to NICE by senior policy makers from EHIF in November 2008 and a training course in economic evaluation and Health Technology Assessment delivered in Tallinn by NICE, in collaboration with Brunel University, in February 2009. In addition to training, the February 2009 visit contributed to the development of the methodological guideline for making listing decisions for non-drug technologies and services by EHIF.
With the support of the UK's Department of Health and WHO's Regional Office for Europe, a two-day event was held in Tallinn in December 2009 following on from the earlier activities. This consisted of technical training in systematic reviewing with participation of technical experts and policy makers from Estonia, with a focus on both technical aspects and also on the challenges of using systematic reviews to inform real life decisions at health system and individual patient/physician levels. This event was part of an ongoing collaboration between Estonian Health Insurance Fund, National Institute for Health and Care Excellence (UK) and World Health Organization Regional Office in Europe, which started in 2008. Further activities are planned for 2010.
