What is the CCGOIS?

The Clinical Commissioning Group Outcomes Indicator Set (CCGOIS) (formerly known as the 'Commissioning Outcomes Framework' or 'COF') is an integral part of the NHS England's systematic approach to quality improvement. Its primary aim is to support and enable clinical commissioning groups (CCGs) and health and wellbeing partners to plan for health improvement by providing information for measuring and benchmarking outcomes of services commissioned by CCGs. It is also intended to provide clear, comparative information for patients and the public about the quality of health services commissioned by CCGs and the associated health outcomes

The consultation document 'Liberating the NHS: Commissioning for Patients' proposed that NHS England, supported by NICE, would develop a 'Commissioning Outcomes Framework' to hold CCGs to account for, and provide information for the public on the quality of services they commission and the health outcomes achieved through commissioning. Following engagement with stakeholders, NHS England has changed the title to avoid confusion with the NHS Outcomes Framework and make it clear that the indicators relate to outcomes of commissioned services, not commissioning itself.

Some of the information on this website contains preparatory work undertaken by NICE since April 2011 and therefore the term 'Commissioning Outcomes Framework' may still appear.

The NICE CCGOIS Indicator Programme

The CCGOIS contains indicators from the NHS Outcomes Framework that can be broken down at CCG level and additional indicators that can help to deliver improvements in quality. NICE's role is to provide support NHS England by managing the process of developing these additional indicators for the CCGOIS, in particular from quality standards.

Where possible, direct measurement of health outcomes by indicators are explored. However, where necessary, proxies for outcomes are used that measure health care processes that are linked to health outcomes and that can be substantially influenced by clinical commissioning groups as part of their commissioning activities.

Where indicators are produced using existing quality standards, the process uses rigorous methods to ensure the development of valid and clearly worded indicators. In order to develop indicators from the existing quality standard statements and measures, further development and testing work with the Health and Social Care Information Centre is undertaken to produce the indicators and accompanying technical specifications.

Consultation on new CCGOIS indicators

The consultation on potential new indicators for consideration for the 2014/15 CCGOIS closed on 1 March 2013.

Details of the indicators included in the consultation can be found in the NICE COF indicator consultation document.

Comments received during the consultation will be considered by the CCGOIS advisory committee in May 2013. A set of recommended indicators will be published on the NICE website in August 2013 for consideration by NHS England. NHS England will then decide on the final indicators for 2014/15.

The NICE CCGOIS Advisory Committee

Potential CCG Outcomes indicators have been considered by the NICE CCGOIS advisory committee. A set of criteria have been developed to assesses and prioritise all the potential indicators.
