Holding of the Second Tokyo International Conference on African Development (TICAD II)

  1. The Second Tokyo International Conference on African Development (TICAD II) will be held from October 19 (Mon.) to 21 (Wed.) in Tokyo, co-organized by the Government of Japan, the United Nations and the GCA (the Global Coalition for Africa).

  2. The Conference will be attended by African, Asian, European, and North American countries, and international organizations.

  3. At this Conference, development experience of Japan and Asian countries relevant to Africa will be focused on. Discussions will be held stressing such priority areas as human development through education and health, women's participation in society, agricultural development and private sector development. The Conference will adopt "Agenda for Action". For the preparation of the Agenda for Action, several meetings were held, including the Preparatory Conference held in Tokyo last November, and two preparatory committee meetings have been held in Dakar, Senegal, March 1998, and Harare, Zimbabwe, June 1998.

  4. TICAD II provides an opportunity to implement the new development strategy, which Japan has been promoting, in the African context. The purpose of the conference is to assist African countries in improving people's lives, and promoting peace and stability, through self-help of sub-Saharan countries (ownership), and cooperation with the countries outside the region (partnership). The TICAD I was held in October 1993, and the outcome of the discussion has contributed to the formalization of the OECD's new development strategy adopted in 1996.

  5. The secretariat for TICAD II has been set up in the Foreign Ministry. Its senior staff are as follows:

    • Ms. Atsuko Nishimura (Director of the First African Division), Assistant Secretary General
    • Mr. Kiyokazu Ota (Director of the Second African Division), Assistant Secretary General
    • Mr. Masahiro Omura Head of Preparation Office for TICAD II
