An official inquiry into abuse at the Winterbourne care home near Bristol has called for fundamental changes in the way vulnerable adults are looked after.
Eleven former staff members have admitted neglecting and ill-treating patients with learning difficulties.
The serious case review says the care home's owners put profit before standards.
