White House Press Secretary Jay Carney said that President Obama is still finalizing his decision on U.S. troop withdrawal in Afghanistan  and that  the President will be announcing that decision “soon.”  In 2009, President Obama pledged to begin a drawdown of U.S. forces in Afghanistan in July 2011.  This week, the President plans to visit troops at New York’s Fort Drum.

President Obama made remarks as he welcomed military fathers and their children to the White House for a screening of Disney/Pixar's summer release, Cars 2.   The screening is Walt Disney Studios' kick-off of the Joining Forces Summer Movie Series.  Major studios Disney, Universal, Warner Brothers and Fox are hosting special movie screenings for military families throughout the year.  Joining Forces is an initiative launched by First Lady Michelle Obama and Dr. Jill Biden that honors and supports military families.

During this daily briefing, White House spokesman Jay Carney said that the White House will send a detailed report to Congress on U.S. military involvement in Libya.  He said the 30-page report will be sent to Congress this afternoon (Wednesday).

President Obama said he was fulfilling a campaign promise with his visit to Puerto Rico, the first official visit by a U.S. President since 1961.  Mr. Obama’s trip also includes a visit to the Governor’s mansion, interviews with local media and a Democratic National Committee fundraiser.  The President’s made his remarks from the International Airport in San Juan.

President Obama announced the details of a program to train 10,000 new American engineers every year. He made this announcement at the Cree Lighting Manufacturing Company in Durham, North Carolina. “I will not be satisfied until everyone who wants a good job that offers some security has a good job that offers security," he said.

White House Press Secretary Jay Carney says the U.S. is on track to withdraw all troops from Iraq by the end of the year.  This came in response to comments by Defense Secretary Nominee Leon Panetta, who said he expects the Iraqi government to request some troops to stay.  Other topics at this briefing include the debt ceiling talks and the President’s meeting with the leader of Gabon.
