IGC's third annual conference will take place at the LSE in September 2011 and bring together distinguished scholars from the IGC network with policy-makers and academics from IGC's partner countries for in-depth discussions on IGC's work on new ideas for generating growths in Sub-saharan Africa and South Asia.

This workshop was a follow-up to the IGC State Building workshop in September 2010. It was highlighted that a post-conflict recovery in economic growth is vital, both for the creation of jobs, and to sustain inclusive politics. In particular, focusing on the construction sector both re-builds infrastructure and domestic firm capabilities, and creates jobs; delivering public services shows that the government is making an effort; a relentless pursuit of transparency squeezes out the crooks, replacing them with politicians who can use the ability to provide public services and sustain private economic expansion to justify their holding office, and so move from the politics of plunder to the politics of hope.

Abhijit Banerjee and Esther Duflo have worked with the poor in dozens of countries, trying to understand the specific problems that come with poverty and to find proven solutions. In this lecture, they argue that so much anti-poverty policy has failed over the years because of an inadequate understanding of poverty. The battle against poverty can be won, but it will take patience, careful thinking and a willingness to learn from evidence.

The second meeting of IGC-Pakistan’s Firms’ Capabilities Research Cluster was held on 26th of April 2011, at the Rausing Centre at the Lahore University of Management Sciences (LUMS) and was designed around a visit from Professor Christopher Woodruff, who directs the Firms’ Capabilities Groups in IGC. The meeting’s purposes were to define more focused research questions to take this cluster forward and obtain ideas on different industries that could lead to projects in the near future. Participants included senior officials from the State Bank of Pakistan (SBP), members of the private corporate sector, USAID Firms Project specialists and leading academics.

The IGC Trade Programme held its second meeting on April 15-16, 2011, at Penn State University. They goals were to; promote interaction among the members of the programme; motivate members to submit research proposals on trade and development; provide feedback to on-going projects, and; give members a chance to see and discuss cutting-edge research at the intersection of trade and development.

The IGC Growth Forum was held on 17th February 2011 at the Serena Hotel and designed around a visit from Professor Paul Collier at the request of Ambassador Claver Gatete, Vice-Governor of the National Bank of Rwanda. Its purpose was to bring international experience to bear on critical issues highlighted by Rwandan policy-makers. Participants included a number of government institutions, including BNR, MINECOFIN, MINICOM, RDB and the President’s Office, academia, the private sector, and the IGC’s host institution in Rwanda, the Institute for Policy Analysis and Research (IPAR).
