I. Operation Safety Department

Central Control Center is located in the heart of the airport due to the airport's vast space. This control center is in charge of providing airplane information, controlling all facilities of passenger terminals, and responding to emergencies. Other responsibilities include keeping liaisons with aviation police offices, establishing an extensive security network, and ensuring the safety of each passenger and facility.

II. Airport Security

Aviation Police Office (APO), the security authority of Taiwan Taoyuan International Airport and other local civil airports around Taiwan, is responsible for safeguard, crime investigation and security examination to prevent any illegal interference issues, violence and crime, etc. Under the prescript of chapter 4, section 5, article 4 of National Civil Aviation Security program, APO shall formulate Regulation of Incorporating Airport Security Commission (ASC) and invite related agencies to incorporate Airport Security Commission (ASC). APO shall also be responsible for operations of ASC and formulating Taiwan Taoyuan Airport Security program. Subject to the direction, supervision of aviation security provisions, rules, procedures and emergency response plans, there are no illegal interference issues allowed. Overall, it is to ensure the safety, disciplines and efficiency of the civil aeronautical transportation and the safety of the aircraft operators, airport operation units and agencies, air navigation facilities with their operations, and all passengers.

III. Aviation Security

Objectives of aviation security are to carry out maintenance management of aviation security and to ensure flight safety of passengers and airplanes. Taiwan Taoyuan International Airport has rigorous aviation security measures. Its aviation security carries out a line of tasks, such as inspecting certificates and ID cards of airlines and their staff, and implementing random alcohol concentration tests, and so on. Aviation security is also responsible for affairs related to aircraft breakdown and cancellation as well as technical landing. Other tasks include to improve airport facility management (such as runways and taxiways), to raise pigeons surrounding the airport, and to set up bow nets on extremities of runways to avoid attacks by birds. Moreover, supervision of ground services of airlines, development of airline flying safety emergency skills by hosting annual firefighting drills and crackup emergency drills, and to enhance mobilization and response skills. Precautions Against Invasions by Bird Flocks:

A. Install bird traps (e.g. bow nets)
B. Dispel bird flocks by cruisers
C. Make noise or use firecrackers or siren to dispel flocks
D. Install scarecrows to prevent birds from invading
E. Raise falcons to dispel bird flocks
F. Remotely control model planes to dispel the flocks

B. Examination and Appraisal for Disaster Emergency Response Management Operating Procedures:

(1) Labor is divided according to administrative functions and tasks are undertaken by the designated unit.
(2) The designated nit is in charge of drawing up, executing, and reviewing plans.
(3) When other units are involved, decision-making must be carried out by means of a meeting.
(4) After completion, units must report to the bureau for approval, issuance, and execution.
(5) In issuing and executing, the date and document number issued must be noted.

V. Airport fire control management

I. Terminals and peripheral buildings
(1) Control of Building Fires
(2) Preventive and disaster-management fire measures are divided according to the concept of "Prevention First, Rescue Second":
1. Installing Fire Control Facility Apparatuses: automatic fire extinguishing equipment, fire extinguishers, fire alarm system, emergency broadcasting system, escape equipment...etc.
2. Fire Prevention Measures: supervision and management of fire and electricity use, examination and management of fire prevention refuge facilities, maintenance of fire prevention and control equipment, education and training of fire prevention, response, and control during construction, coordination of agencies governing fire control...etc.
(3) Units in Charge
1. Central management committee
2. Self-defense protection teams are stationed in the terminals.
3. Central Control Center is responsible for supervising early warning and reporting.
4. The airport fire brigade carries out response operations in advance.
II. Aprons and runway and slide control areas
(1) Rescue operations for aircraft accidents

(3) Airport fire brigade: fire brigades are established according to the International Civil Aviation Organization's fire rescue levels and standards; units are stationed at the airport to provide rescue support
(4) Fire rescue support network: local fire brigades support fire rescues; the regional emergency medical treatment network activates rescue; regional military forces and civil rescue organizations provide support
